Sunbury staff told the Services Committee Oct. 1 that the city signed a contract with Performance Pipeline to perform cured‑in‑place pipe (CIPP) lining on the Cheshire Ditch sanitary sewer, with construction anticipated in January 2026 during a milder week and an expected duration of five days or less for the lining operation.
Staff said Burgess & Niple performed flow monitoring on the pipeline to quantify wet‑weather inflow; results showed the downstream reach experienced roughly a tenfold increase in flow during wet events, indicating significant rainwater infiltration into the sewer. Staff explained they will re‑install the flow monitors after lining to measure the improvement and determine how much sanitary capacity the lining restores for potential future development.
Staff also reported the city is awaiting delivery of a pump for a planned pump‑station upgrade expected in November or December; the pump‑station work, along with the lining project, will inform the city whether additional downstream capacity exists. Staff emphasized that lining is the common municipal repair method because it avoids open excavation and is cost‑effective compared with full pipe replacement.
Finally, staff presented a condensed visual schedule for wastewater treatment plant improvements and said weekly progress meetings and monthly in‑person scheduling sessions will guide forthcoming construction phases. No committee vote was taken; staff will monitor the lining contractor’s schedule, coordinate public notices and report back with flow‑monitoring results after the lining is complete.
