The Northeast ISD Board of Trustees voted Wednesday to adopt multiple local policy updates, accepted the district’s annual investment-report resolution and nominated John Fisher as the district’s representative to the Bexar Appraisal District board.
On policy, trustees considered seven local policy items presented by administration and legal counsel. Policies approved included BDAA (board officers), BDB (board committees), BDF (advisory committees), EI (academic achievement), FDE (admissions/transfers), FEC (attendance for credit) and FFAC (student wellness and health services). Most policies passed unanimously; the attendance-for-credit policy (FEC) passed on a 6–1 vote.
Several amendments and clarifications were made before approval. The board added language to FFAC to require school staff, when they administer unassigned medication for a student in respiratory distress, to attempt immediate verbal contact with the student’s parent or guardian and to follow up with written notice. Trustees discussed practical procedures for emergency calls and said a verbal attempt should come first whenever feasible. "Our practice is now to try and call before giving [medication], but that's not always possible," a district health official said; the board’s amendment requires an attempt at verbal contact and written follow-up.
Trustees also debated language in FEC governing attendance committees and the appeals process. Discussion focused on whether the superintendent should be explicitly named as authorized to appoint or delegate committee members; trustees ultimately left language that preserves the superintendent’s ultimate authority while clarifying campus-level implementation and the multi-level appeal steps for credit recovery. The board emphasized the difference between informal campus attendance committees and the formal multi-level appeal process for awarding credit.
On business items, the board approved the annual investment resolution and plan as recommended by the finance office. Business Services Director Villarreal presented the annual investment report in the board packet and trustees voted to adopt the resolution with no recorded opposition.
On appointments, the board re-nominated John Fisher to the Bexar Appraisal District board for a new four-year term; the nomination passed 7–0. Trustees said Fisher, who lives in the district and whose children attended NEISD schools, has served as vice chair and is familiar with district matters.
Board President Beyer said trustees will continue to refine policy language when needed and that the board will receive implementation updates requested in the meeting minutes. The newly adopted policies and the investment resolution will be posted with board materials.
