The Kankakee City Council Community Development Committee on Oct. 6 voted 5-0 to recommend that the full council convey two city-owned parcels to the Kankakee Regional Land Bank Authority for purposes that include legal stabilization, tax clearance and putting properties back into productive use.
The first property identified was 762 West Webster Circle East. "That property has been on our property list for a while now," Barbara Brewer Watson told the committee, and the land bank plans to use Strong Communities grant dollars to secure the home, resolve legal matters and clear back taxes before issuing an RFP for a developer to remodel the property.
Alderman Cobbs moved the committee recommendation for 762 West Webster; Alderman Noble seconded. Roll call showed five ayes and the recommendation carried 5-0.
The second property on the agenda was listed as 360 South Elm, though staff acknowledged the agenda contained a typographical address issue and said they would coordinate after the meeting to confirm the correct addresses for conveyance. Watson said the land bank offered multiple properties and was prioritizing the parcels that were easiest to rehabilitate first.
The committee discussed land-bank operations: Watson said Director Crawford has resigned and that the land bank has engaged interim director Brian White, a contractor with land-bank experience, and that the land bank's attorneys will remain involved to support grant drawdown and legal processes.
Alderman Osanga moved the recommendation for the second parcel; Alderman Cobbs seconded. The roll call vote was 5-0 in favor.
Why it matters: conveyance to the regional land bank is intended to clear title or tax issues and enable rehabilitation or transfer to a developer who can complete remodels, advancing neighborhood stabilization.
