Patrick J. Unburger (listed in the workshop packet as Director of Parks/Public Grounds) presented a packet listing vehicles and equipment staff recommended declaring surplus and selling, with proceeds to return to the county fund balance.
A commissioner suggested the county create a supplemental fund so departments that generate revenue by selling surplus items can more easily use returned funds for needs without competing across departments. County staff responded that the county’s ordinance calls for a Capital Improvement Program (CIP) fund and that staff will stand up that fund as part of next year’s budget process so surplus sales can be moved into a dedicated capital fund.
Staff recommended the board approve declaring the listed items surplus and confirmed that proceeds will be returned to fund balance and then allocated according to the new CIP process once the fund is established.
