Public works staff told the board on Oct. 6 that two roads inside the City of Orchard Hill — Janet and Swint — need resurfacing and that costs have risen since the county’s earlier T‑Splas allocation was made.

Staff said Orchard Hill had been designated $300,000 under the T‑Splas program for resurfacing. Work completed previously (a portion of Macon Road and John Jones Road) used similar funding. For Janet and Swint, staff estimated current cost to be about $518,078 (presented as $5.18 0.78 96 in the packet), exceeding the earlier allocation. Staff said resurfacing costs have increased roughly 45% over four years.

Public works said the county can use excess funds from current task orders — particularly where a contractor is already mobilized (E.R. Snell) — to reduce mobilization costs and satisfy an additional roughly $200,000 needed to complete work. Staff recommended moving forward with the resurfacing using the available funds rather than seeking new appropriations.

Commissioners were told the money is available from the T‑Splas program’s excess collections and will be used to satisfy the increased cost. Staff characterized the additional allocation as consistent with earlier commitments to partner with Orchard Hill on resurfacing projects.
