The Mineral Wells City Council approved an ordinance adopting the city's master fee schedule for fiscal year 2025–26, updating fees for animal shelter, cemetery, library, recreation, utilities and aviation services.
Staff said proposed adjustments were based on market conditions and comparison with similar jurisdictions; revenue from the fee changes is built into the FY26 budget. The council’s discussion focused on a few line items with notable changes, including hanger rental increases under the airport/aviation category and weekend service fees for cemetery openings and closings.
Council members flagged the library section: the city previously moved to a ‘‘fine‑free’’ policy for overdue items, and one councilmember asked whether that practice had been inadvertently reversed. Staff said the late‑fee lines remain on the fee schedule but that the city historically has not charged minor late fees and intended to continue charging only replacement cost for lost items or interlibrary loan charges. They asked staff to review the record and confirm the library’s practical policy and ensure the fee schedule language matches current practice.
The ordinance adopting the master fee schedule passed with a 5–0–1 vote (one member recorded as absent or abstaining). Staff will reconcile the library fee language before implementation and noted department representatives are available to answer specific questions about each category.
