Coltrane Webb STEM boundary planning continues; district to present recommended scenarios in November

District staff told the Cabarrus County Board of Education on Oct. 6 that boundary work for the new Coltrane Webb STEM Elementary School is underway and that the district will present recommended scenarios and host a community meeting in November.
The presentation included maps, planning blocks (neighborhood groupings used to model attendance scenarios), and current enrollment and transfer patterns for nearby schools. The new Coltrane Webb facility is planned for 756 seats (the presentation described that as “100% utilization”), including dedicated seats for pre‑K and specialized EC settings. Presenters showed how former Beverly Hills Elementary students have been redistributed and said the district will honor legacy access for those students if they choose to return to the replacement school.
District staff described their outreach: surveys to families in adjacent boundaries, a community meeting with limited attendance, an online Engage page for feedback and a Nov. 12 community meeting at R. Brown McAllister STEM Elementary. Staff said they had mailed letters to families of identified students and were tracking survey and ParentSquare response rates; as of the presentation staff reported 40 of 136 former Beverly Hills families had responded to an intent‑to‑attend survey.
The district also presented utilization and five‑ and 10‑year enrollment projections for schools in the focus area and said they are aiming to keep utilization below 90% at the new school where feasible. Board members asked about ensuring notification to families who are not regular district app users; staff said they will coordinate with the City of Concord and the schools to broaden outreach.
Ending: Staff said draft boundary options will be posted and discussed at the Nov. 12 community meeting; the district plans to present final boundary recommendations to the board in December for action ahead of the 2026–27 school year.
