City staff raised multiple site‑specific concerns, including stormwater location, berming adjacent to a gun range, and comp‑plan circulation standards that discourage cul‑de‑sacs.
The applicant’s representative said moving the stormwater pond to the western side of the property — where planning and police staff had previously suggested it be located — is not feasible because that side is the high point of the site. The applicant instead proposed increasing a berm adjacent to the existing gun range by about 16 feet to provide a safety buffer. The applicant said the berm would "bring it up 16 feet from where it currently is" and that cross sections show the proposed grades.
Police and planning representatives said they needed to confirm the gun‑range safety concern with Police Chief McKinley and verify whether the berm and building heights sufficiently protect future lots from stray rounds. One staff member said, "We need to know what his existing traffic counts are, not what he's allowed under his zoning," during a discussion about whether traffic for a potential development would trigger a TIA.
Transportation and public‑works staff also told the applicant that the city’s transportation element (Policy 1.42) discourages cul‑de‑sacs, stating that "unconnected streets, cul de sacs, t turnarounds, and dead ends shall be avoided," and asked the applicant to provide a continuous loop road or other compliant solution rather than dead ends.
Public works flagged additional technical comments the applicant should address during the construction‑plan submittal (CSP) stage, and staff recommended a pre‑submittal meeting to ensure the next filing addresses pond location, berm sections, and circulation. No formal DRC decision or vote was recorded; staff instructed the applicant to revise the plans and coordinate with police and transportation for the next submission.
