City staff described plans and raised operational details the organizers must confirm. Lexi from Recreation presented the five permits, which include the Strata Entertainment "Pudding Place Festival" on East Station Street on Nov. 7 (expected attendance ~150), a VFW Marine Corps birthday event at the Apopka Community Center on Nov. 10 (invite only, ~150), the Pines of Wekiwa HOA holiday fest on Dec. 6 (~150), Cox Media Group’s Jingle Jam at the amphitheater on Dec. 7 (expected ~5,000), and a walk‑on Apopka High/Wekiva Band showcase on Oct. 4 on Fifth Street.
The committee asked event organizers to submit clarifying maps and operations plans. On the Station Street closure for the Pudding Place Festival, Fire Department staff asked for a site walk and more precise guidance on the "lane down the middle for FD to have access," saying, "I really need to go and have a meeting and walk it," to confirm spacing and access. Lexi confirmed the applicant had submitted an updated map after the agenda was published and said staff would set up the walk‑through and distribute the new map.
For the Pines of Wekiwa HOA event, Police staff asked whether the promoter would provide detour signage or expect the police to manage detours; planning staff said they would clarify that with the organizer. For the amphitheater Jingle Jam, police confirmed that contracted off‑duty officers and the promoter’s private security company would be "unarmed" per a Sergeant’s confirmation.
Other operational items noted by staff across the permits included tent permits for vendor structures, the need for off‑duty officers for events serving alcohol, use of specified public parking areas, and final production and setup schedules for the larger festival. No formal DRC approvals or votes were recorded during the meeting; staff issued comments and requested follow‑up materials from applicants.
The DRC asked organizers to provide any updated site maps, production schedules, and security and detour plans before the events; staff indicated they would circulate new application materials and arrange site meetings where needed.
