Panos Conces, assistant county engineer, said contractors encountered unsuitable soils not anticipated in the original plan, and the project team is processing an agreement for the CSX railroad crossing through the county attorney’s office. He said utility connections for Moffitt Health are expected before year‑end and remain an important commitment for opening the Greenwood/Redwood segment.
When asked about pedestrian and bicycle provisions under the CSX bridge, Conces said the project team is “trying to accommodate that” and would provide the chair with updated photos and design details. Commissioners pressed staff to ensure the bridge design includes room for pedestrians and cyclists to avoid the higher cost of later retrofits.
No formal action was required; staff said they would update the board as agreements with CSX and utility providers advance.
