City committee authorizes design work to replace water-plant backwash pumps and motor controls

The Public Service Committee voted to place on the consent agenda an ordinance authorizing the director of public service to solicit design services to rebuild two backwash pumps and replace the motor control center at the city water plant, declaring an emergency.
The measure, presented by Public Service Director Chris Ludlow, would allow the city to advertise for bids or requests for qualifications to hire a design consultant. "We only have 2 backwash pumps. We wanna convert those over to VFD, which is variable frequency drive motors," Ludlow said, adding the motor control centers would be replaced because of age. Ludlow said the pumps are critical to operations and can help prevent basement flooding at the plant.
Ludlow told the committee the legislation covers the design phase only and that staff will return to the council for approval before buying equipment or moving forward with construction. Committee members moved and seconded the item for consent; the chair called the vote and there were no objections.
The action does not approve construction; it authorizes procurement of engineering services to produce design documents. Any future construction contract or equipment purchase will require subsequent council approval, Ludlow said.
