County OKs $294,649 engineering contract for Scruggs Station, Shear Drive stormwater work

The County Commission voted to approve an engineering-services contract for stormwater improvements on Scruggs Station Road and Shear Drive, awarding Bartlett & West $294,649 to start surveying and design work.
The agreement was approved during the commission's Oct. 7 meeting. County staff said starting design and surveying this winter will keep the project on schedule for construction in 2027.
"This is a very substantial stormwater project," the County Engineer/Public Works Director said, describing four problem locations in the Westview Heights area and noting one particularly large repair and another area with aging pipes. He told commissioners the survey crew could begin work immediately.
Commissioners were told the cost is included in the county's 2026 budget, but staff will move funds from the Hickory Hill project, which the county plans to delay into 2026 because right-of-way work is not yet complete. The Hickory Hill project budget was described in the meeting as roughly $3,500,000; the staff presentation said only a portion of that work will be shifted so the county can fund the Bartlett & West agreement now.
Commissioner discussion focused on sequencing work (stormwater design must precede paving) and the benefit of early surveying. A commissioner asked which portion of Hickory Hill would be delayed; staff replied the entire Hickory Hill project is being moved into 2026 and that the transferred amount will not require contingency spending this year.
A motion "to accept the county engineer, public works director's suggestion" on Scruggs Station Road and Shear Drive Stormwater Improvements (Project No. 2025-2020) was made and seconded; the commission voted in favor.
The project manager recommended design this winter, bidding for construction in 2026 and construction in 2027. No additional state or federal approvals were cited during the discussion.
The commission did not identify a construction contractor at the meeting and did not set an effective date for construction; staff said the next step is survey and design.
