Commission approves consent items: employee pay-step correction, special-event permits, KLJ bridge design, election-equipment MOU and Grand Sky invoice

Grand Forks County commissioners approved multiple consent and administrative items, including a personnel pay‑step correction, special-event permits, professional services for a bridge design, an election‑equipment memorandum of understanding and payment of the Grand Sky invoice (with a commissioner recused).

Personnel: The commission approved a corrected employee status form for Emily Getz (WIC employee). County staff said the form pulled from the consent agenda incorrectly listed Grade 8, Step 5 and that the correct form is Grade 8, Step 6; the commission approved the corrected form unanimously.

Special events: Commissioners approved two special-event alcoholic‑beverage permit applications — Eagles Crest Grill at Grand Sky for Oct. 13 and Hugo’s at Turtle River for Oct. 18, 2025 — and added them onto the agenda before approving the consent agenda. Both motions passed unanimously.

Professional services and contracts: The commission approved hiring engineering firm KLJ to design a bridge project discussed in the packet and authorized proceeding with design work and preliminary tasks. The commission also moved approval of a memorandum of understanding between Grand Forks County and the Secretary of State’s office related to election equipment; county staff confirmed county counsel had reviewed it and recommended approval.

Grand Sky invoice and recusals: A motion to recuse one commissioner from the Grand Sky invoice vote was made and approved; the board then approved the Grand Sky invoice with that commissioner recused.

All listed items were approved by unanimous vote where recorded, with staff directed to finalize signatures and clerical corrections as needed.
