The Plumas Housing Council updated the Plumas County Board of Supervisors on Oct. 7 on a year of work that council leaders said has produced tangible housing projects and partnerships, including the first home in the “Welcome Home” program and a proposed scattered-site workforce housing project.
Ben Hoffman, the council’s facilitator, said the first Welcome Home property in Greenville — a three-bedroom, two‑bath home — is listed for sale at $285,500. He described the home as “entirely community funded” and said it is intended to be sold to a local family. Hoffman also announced a planned 38–40 unit scattered‑site workforce housing program that would place single‑family homes with attached accessory dwelling units on about 20 sites over the next three years.
Hoffman said Plumas Rural Services (PRS) is the project champion and Reconstruction Recovery Advisors will serve as the developer for the scattered‑site project. The council is seeking site identifications, gap funding and state coordination through the California Department of Housing and Community Development. Paula Johnson of PRS told the board the funds originate from unused Recovery California housing dollars intended for fire survivors and will require some local matching and fundraising.
The council is also building a county housing website, flagging a Blue Mist Association of Realtors insurance discount program for first‑time or returning homebuyers, and noting progress on the county housing element and a countywide housing assessment. Hoffman said the council has grown to more than 70 regular participants and has identified roughly 39 projects across the county.
Supervisor Mimi Hall praised the council and the Almanor Foundation for convening partners and said the model is an example of local‑state collaboration to address post‑fire housing needs. The council said it will continue to provide updates and invited supervisors and citizens to contact them for site leads, volunteer support or participation.
What happens next: PRS is working with HCD to develop a work plan for the scattered‑site project; the council requested the board and community to help identify suitable parcels for donation or purchase.
