The airport development board voted on Thursday to recommend that the city approve a Local On‑System Improvement Agreement (LOSA) with the Texas Department of Transportation for the new airport access road that will tie into Highway 36 and FM 18.

Don Dawn, airport staff, said TxDOT recommended a LOSA for work in the highway right‑of‑way that includes paving a turn lane and installing traffic signal equipment. Under the agreement the city would fund the construction within TxDOT’s right‑of‑way and must meet TxDOT standards and specifications.

“The city agrees that it will fund 100% of the cost of this construction,” Dawn said during the presentation. Board members described the LOSA as a simpler alternative to the donation agreements the district previously required and said it should accelerate approvals.

Jordan Hibbs, with EHT Engineering, supported the approach and a board member noted the district considered this the first LOSA in the TxDOT district. The board voted to recommend approval and staff said the agreement will proceed to city council for final authorization.

Motion: the board approved recommending the city adopt the LOSA and pay for the work within TxDOT right‑of‑way; the motion carried unanimously.
