“The city agrees that it will fund 100% of the cost of this construction,” Dawn said during the presentation. Board members described the LOSA as a simpler alternative to the donation agreements the district previously required and said it should accelerate approvals.
Jordan Hibbs, with EHT Engineering, supported the approach and a board member noted the district considered this the first LOSA in the TxDOT district. The board voted to recommend approval and staff said the agreement will proceed to city council for final authorization.
