Mayor proclaims October Domestic Violence Awareness Month; Lumina Alliance highlights rising crisis calls and housing need

Mayor Erica A. Stewart read a proclamation recognizing October 2025 as Domestic Violence Awareness Month and invited Jill Lemieux, board president of Lumina Alliance, to accept it and speak about local services.
Why it matters Lumina Alliance provides a 24-hour crisis line, advocacy, therapy, transitional and emergency housing, and prevention education for survivors of intimate-partner and domestic violence across San Luis Obispo County. During the proclamation, staff presented recent service-level figures to the council and public.
What the presenters said Mayor Stewart read the proclamation and noted the organization—9s countywide role. "Lumina Alliance provides essential life-saving services for survivors, their children, and families throughout San Luis Obispo County, including the city," the mayor said in presenting the proclamation.
Jill Lemieux, board president for Lumina Alliance, accepted the proclamation and thanked the council and staff. She reiterated the services available and provided the crisis line: 545-8888. Lemieux said Lumina Alliance had seen a 33% increase in crisis-line calls this year (from about 2,100 to more than 2,800) and a 24% increase in housing placements (from 170 to 210 people served), including 96 children.
