Shawn Vic, Waddonian County, demonstrated how to apply for a mobile-home permit through the county’s online portal, explaining the account setup, required documents and inspection process.
Vic said applicants will receive an email that says “welcome to the community portal, donnaanna.my.site.com,” and should “click the link below to set your password. This is not spam. Click the link, set your password.” He said the username for the portal will be the email associated with the account and that homeowners and dealers use different account setups.
Vic walked through the portal fields applicants must complete: whether the unit is in a mobile-home park or on private property; the space number or “NA” if private property; the mobile-home owner’s name and email (required); the owner’s phone number; the year and size of the unit; the serial number; and whether the unit is single-wide, double-wide or triple-wide. He said the parcel ID will be filled by county staff and need not be entered by the applicant.
Vic listed documents required with an application: a water letter, warranty letter, septic letter (including an NBD number if on septic), site plan (which must include the floor plan and be combined into a single file), title, and property record card. He said all documents must be submitted as a single combined PDF and warned, “Do not zip them. Do not submit them individually or they’ll be rejected and returned to you.”
The demonstration included portal workflow: after submitting an application the status will move from application to initial review, then plan review, and finally issuance. Vic said, “Once we get to the issuance section of this, we will contact you to come pick up your permit.” He also said inspectors and code-enforcement staff will conduct pre-installation checks and warned, “If it has been placed on the property prior to the permit, we will issue a triple fee for the permit application.”
Vic noted that mobile-home permit fees still must be paid in person at county offices for accounts flagged as mobile-home accounts. He used an example display that showed an amount owed of $180 and an example application number of 000126 to illustrate the portal screens.
The demonstration covered water and sewer questions (well versus city service), an option to add additional contact information, and notes fields for non-sensitive information. Vic said applicants should include a driveway or drainage permit only if those are required and should upload lease documents if the applicant is leasing the property.
The county’s demonstration stressed procedural requirements rather than policy changes: required documents, file-format rules, the county’s review stages, the pre-installation inspection practice, and the penalty for installing a mobile home before a permit is issued.
