The agreement commits conditional local funds and requires the Transportation Authority to finalize design, secure construction funding, obtain permits and award a construction contract so segment 4 can be ready for construction in the June 2026 in-water work window. Director Linda Richardson moved the approval; Commissioner Dunlop seconded. The board voted to approve the MOA with unanimous aye votes.
