Delaware County proclaims August 2025 Child Support Awareness Month

Delaware County commissioners on Aug. 12, 2025, unanimously approved Resolution 25-588 to designate August 2025 as Child Support Awareness Month following a presentation by Joyce Bowen, director of the Delaware County Child Support Enforcement Agency.
The proclamation recognizes the agency’s role in locating parents, establishing paternity and support orders, enforcing payments and connecting families to services that support children’s financial and medical needs. Joyce Bowen told the commissioners that 2025 marks “50 years since President Gerald Ford signed Title IV‑D into law” and described the program’s evolution from a cash‑assistance cost‑recovery effort to a broader child‑support service.
Bowen provided county and state figures and agency performance metrics. She said the county collected “over $22,000,000 in child support” in 2024 and noted the agency’s fiscal performance, saying, “for every dollar we spend, we collect $15.28.” Bowen also said the agency served 5,485 children in the past year across 4,129 cases, and noted the statewide program “serves 1 in 4 children and collects over 1,500,000,000 in support annually.”
Commissioners praised the agency’s work during a brief discussion after the presentation. Commissioner Jeff Benton said, “I appreciate you coming forward and and, bringing this up.” President Barbara Lewis added, “You guys do an outstanding job, you know, taking care of the kids and and others in in Delaware County.” The board read the proclamation aloud and signed it; the commissioners said they would present the signed proclamation and take a group photo with Bowen and staff.
The proclamation text, read during the meeting, emphasizes partnerships with parents, employers and government agencies and commits the county to investing in services that help children “grow up with the love and support of their parents and community.” The resolution was adopted without amendment.
The board recessed the presentation with appreciation for the child support staff and plans to provide the signed proclamation copy to Bowen and her office.
