The Village of Addison’s board on Oct. 6 approved a resolution establishing the Nov. 1, 2025 general wage adjustments for employees not covered by collective bargaining agreements and approved renewal contracts for employee insurance plans that change plan design and carrier for 2026.
Why it matters: changes affect pay and benefits for municipal employees and the Village’s budgeted personnel costs.
Wage adjustment: the board considered and approved a resolution to establish general wage adjustments effective Nov. 1, 2025 for employees not represented by labor contracts; staff said the adjustment was discussed previously and had received tentative approval.
Insurance renewals and plan design change: the board approved resolutions to renew employee medical, dental, enhanced vision, and life/AD&D contracts. Staff recommended eliminating the existing $1,000 deductible PPO and HMO options and moving to a single high-deductible health plan (HDHP) effective Jan. 1, 2026, and to change medical carriers from Blue Cross Blue Shield to Aetna. Staff said the dual objectives were to curb rising insurance costs for both the Village and employees and that market renewal estimates around 15% were reduced to an expected 6.5% with the recommended changes.
Board action: the resolutions to adopt wage adjustments and to approve the insurance contracts with Aetna (medical), Delta Dental (dental), VSP (vision) and Mutual of Omaha (life/AD&D) were approved by roll call during the board meeting Oct. 6.
Discussion and questions: staff told the board these changes were vetted in previous committee discussion and there were no substantive questions at the meeting. Trustees voted in favor during roll call votes recorded in the board minutes.
What’s next: staff will implement the new HDHP medical plan and carrier changes effective Jan. 1, 2026, and update employee communications and payroll records for the Nov. 1 wage adjustment.
