Commission accepts Samantha Beyer’s experience samples but requires signed certifications on resubmission

The Connecticut Real Estate Appraisal Commission on Oct. 8 accepted experience samples submitted by provisional appraiser Samantha Beyer on condition that she resubmit specific reports with signed certification pages and fuller disclosure of who provided significant appraisal assistance.

Staff and commissioners raised issues after a report review: several sample files lacked signed certification pages and, in a number of reports, the candidate had performed appraisal work while also working as a real estate agent or providing listing advice. Commissioners and the candidate’s supervisor discussed perceived or possible conflicts of interest and whether the reports contained the level of disclosure USPAP requires. The commission’s action accepted the submitted experience samples for credit only if Beyer refiled the affected reports with signed certification pages that document which appraiser contributed to each part of the work.

Why it matters: Signed certifications and clear disclosure of significant appraisal assistance are required by USPAP and the AQB guidance for trainees who contributed to parts of an appraisal report. The commission said resubmission would keep the review process transparent and protect both consumers and appraisers.

Details and next steps: The commission voted to accept the experience credits conditioned on Beyer resubmitting the specific reports noted in the review with signed certification pages that document contributions. Staff said once the corrected signed certifications are received, they will notify PSI that Beyer is eligible to schedule the licensing test. The candidate and her supervisor agreed to provide the revised documents to staff; the commission encouraged detailed work‑file memos in case future questions arise.
