Staff approves full facade repaint, repairs for three noncontributing West Market buildings

Planning staff described a multi-part scope: retexturing and smoothing an EIFS (synthetic) facade and repainting it taupe; applying a plaster-like smooth finish and repainting window bands gray; sharpening storefront cornice corners and repainting lower storefronts grayish; repainting awnings black; and matching borders added around storefront recesses at 101 West Market. The 123 and 127 West Market scopes include similar repainting and like-for-like repair of cornices and window sills. Staff said the facades are noncontributing and previously painted; proposed colors are historically appropriate for the district. Staff granted an administratively approved certificate of appropriateness on 2025-08-01.
Erin, a staff member, told the commission staff consulted with Commissioner Alan Griffiths because full facade treatments are typically brought to the commission. Erin said the applicant was on a time constraint and that the corner building's texture was not historically significant. “None of these buildings are contributing, and the treatments of the corner building are gonna make them more consistent with the other 2 buildings,” Erin said. She added that the colors proposed already appear on the neighboring buildings and that staff judged the changes minimal and guideline-compliant.
Why it matters: The combined work affects a visible block of West Market Street and the rhythm of storefront openings. Staff emphasized repairs would use like-for-like materials and that added borders at 101 West Market would reflect historic storefront elements to improve consistency.
Details: Staff described the buildings as EIFS (synthetic) non-historic facades; work items were labeled A through J in the scope presented and included awning repainting and cornice repairs. Staff noted time constraints from the applicant but said the proposed treatments would not alter building contributions to the historic district. Commission members did not request formal review and accepted staff's administrative approval.
