Planning staff presented a revised draft ordinance Oct. 8 that renames short‑term rental categories formerly coded as STR‑1 through STR‑5 and adds a definition for “sleeping room,” staff said.
Chris (staff member) told the commission the proposal replaces numeric labels with descriptive names: homestay (renting a dwelling unit to no more than two guests), hostel (up to five guest rooms in a dwelling unit), vacation home (entire single‑family or two‑family dwelling rented short term), vacation rental (rental units within a multifamily building) and bed and breakfast inn (operator must reside on site).
The draft also defines “sleeping room,” a change requested at the prior meeting, and staff said they would correct minor cross‑references before public notice. Commissioners who spoke favored the name changes as easier for the public to understand, and one commissioner said the “hostel” label felt modern and appropriate.
Commissioners agreed staff should schedule the ordinance for a public hearing. “Okay. Well, I'll add it to the November agenda,” Chris said after the commission discussed timing; staff and the clerk confirmed the item can be advertised for November and will proceed to the assembly in the new year as part of the review process.
This session generated direction to staff to (1) correct internal references in the draft ordinance, (2) publish the legal ad and schedule the public hearing in November, and (3) return the ordinance to the assembly following the local public comment period. No vote or ordinance adoption occurred at the Oct. 8 meeting.
