Land bank staff member Debbie said the parcel (parcel number 57-01272.000) was sold to Victor Houston after a Feb. 27, 2023 city commission ordinance approving a purchase-and-sale agreement. "As a condition of the sale, which is normal, we had a 12 month deadline on the construction for mister Houston," Debbie said, and that deadline had been extended once. "There has been no progress or permits filed for this property," she added, and staff recommended initiating the reclaim process.
Why it matters: The sale required construction of a two-chair barbershop; the land bank says two years have passed without substantial work and the city sent a certified letter on Aug. 20, 2025 stating the contract was breached. Committee members said the property sits on a gateway into the city and should be returned to productive use.
Details: The original agreement was executed on Feb. 28, 2023 and the property transferred March 21, 2023. The initial 12-month construction deadline (March 21, 2024) was extended to March 21, 2025 after a purchaser request; staff reported an email indicating the buyer expected completion by December 2024, but no permits or visible progress followed. A certified letter alleging breach was sent Aug. 20, 2025; the land bank has not yet received the certified-mail return receipt for that mailing, staff said.
The roll call recorded unanimous yes votes from the members present. The committee did not set a public re-sale timeline at the meeting; staff said they will begin the formal process to reclaim the parcel and return with next procedural steps.
Next steps: Staff will proceed with reclaiming the parcel and will report further procedural milestones to the committee.
