The Churchill County Public Works and Planning Commission voted unanimously to review the special-use permit SUP1077 for Sage Valley RV Park again in one year.
The review covers property at 4800 Reno Highway (Assessor’s Parcel Number 008-472-12), a permit originally granted to Ry Lehi Properties on Oct. 11, 2023. The commission’s annual-review condition remains in force until the commission determines it is no longer necessary.
Planning staff and the property manager reported progress on infrastructure and landscaping conditions that had delayed completion. “The water table’s been one of our biggest battles because it’s so shallow,” Joey Jennings, the property’s general manager, told the commission, describing a months-long process with the Nevada Division of Environmental Protection to obtain septic approvals. Jennings said the project had initially been required to use a single 6,000-gallon tank, then obtained approval to split that into two tanks, and that a discharge permit for groundwater was approved about a week and a half before the meeting.
Jennings also said the owner had installed about 10,000 square feet of green turf in the southeast corner to satisfy a condition meant to create a park-like setting, and that work on the west side is complete with plans to begin work on the east side. Planning staff confirmed that spacing and other site conditions where work is finished meet approved standards; outstanding conditions tied to construction completion will be wrapped up at project end.
Commission members asked whether another annual review was necessary. Dean (county planning staff) said he expected the remaining work to proceed faster and that the commission could check remaining conditions after the next year. Commissioner Joe Frey moved to review the application in one year; the motion passed unanimously.
No public testimony was offered during the hearing. The planning commission’s action was a recommendation of continued annual review and does not alter the permit conditions; the item will return to the commission if staff or the applicant request further review or when outstanding conditions are complete.
