Board grants Sunrise High School exemption from community council requirement for 2025–26

The Box Elder School District Board of Education voted to grant Sunrise High School an exemption from the state rule requiring each school to seat a community council for the 2025–26 school year.
The board approved the exemption under the state regulation cited in the school’s request and told Sunrise High School staff the decision reflected the school’s enrollment pattern and difficulties recruiting parent members.
Randy Rasmussen, speaking on behalf of Sunrise High School, told the board that staff had solicited parent volunteers through emails, the school website and back-to-school contacts but had not been able to form a council. Rasmussen described Sunrise High School as a small, term-based program that restarts every six weeks and typically caps enrollment around 110 to 120 students, though the term-to-term population can reach 150 to 160. He said travel distances for families (a significant proportion of students come from Tremonton) and the school’s short-term enrollments were factors in low parent participation.
A board member moved to grant an exemption “pursuant of R 277-49-3 paragraph 5 for the 2025–26 school year” and a second was made. The board voice vote recorded ayes and no opposition. Board members thanked school staff for their recruitment efforts and for explaining the school’s structure.
The motion and vote were limited to the exemption for the 2025–26 year; the board did not adopt permanent policy changes at the meeting and said district staff would continue to support Sunrise High School’s outreach.
