MIAMI — The Planning, Zoning and Appeals Board on Oct. 8 unanimously recommended approval of a zoning text amendment to expand opportunities for micro‑dwelling units in the city’s higher‑intensity transect zones.
The amendment defines micro‑dwelling units (275 square feet) and makes them allowable by right in T5 and T6 transect zones provided they also meet one of several locational criteria: they are within a designated TOD node, a transit‑station neighborhood district (TSND), Wynwood NRD1 or NRD2, within a quarter‑mile of an accredited university or college, or they occupy a podium liner on an eligible site. The amendment preserves the existing limit that micro units apply only in T5/T6 contexts and adds flexibility to unit orientation by allowing units to be predominantly, rather than strictly, contained within a podium liner.
Planning staff told the board micro units can provide lower‑cost housing options for students, young professionals and downsizing seniors in areas with walkability and transit access. The code leaves parking requirements in place (the current code allows a maximum of one parking space per micro unit).
Board members discussed accreditation and locational definitions; staff agreed to provide clearer guidance about what qualifies as an accredited college or university in the Commission‑level materials. The board voted unanimously to forward the amendment to the City Commission.
