Board approves streamlined rules for wireless antennas on buildings; one member objects on health grounds

MIAMI — The Planning, Zoning and Appeals Board on Oct. 8 recommended approval (7‑1) of zoning text amendments clarifying and streamlining how personal wireless service facilities (PWSF) — roof‑mounted antennas, elevation‑mounted installations and monopoles — are reviewed under Miami 21.

City staff described the package as a modernization and simplification of existing code. The amendments set specific, measurable criteria that allow building‑mounted antennas to be permitted by right when the devices are concealed from public view and meet design and height thresholds; where those criteria are not met, the amendment preserves a discretionary review path (warrant or exception depending on transect zone). The code also adds explicit design standards for elevation‑mounted arrays, requires ground‑level screening and sets minimum landscape and setback standards for new monopoles.

Planning staff said the changes were designed to accelerate deployment of broadband infrastructure in the city while reducing visual and ground‑level impacts. The rules mirror approaches in other large U.S. cities by allowing by‑right placement when strict concealment, screening and engineering criteria are satisfied.

During debate, one board member objected to the changes on health and environmental grounds and said he would not support broader proliferation of electromagnetic transmitters. That board member voted against the recommendation; the motion carried 7‑1.

The board’s recommendation will be forwarded to the City Commission for consideration.
