Erie launches five-year strategic plan, to integrate Panorama data system and explore AI tools

The Erie School District on Oct. 8 launched a multi‑phase effort to develop a three‑ to five‑year strategic plan and accelerate use of a new Panorama data system to track student progress, attendance and social‑emotional measures.
Superintendent Dr. Gibbs told the board the district intends “to set the right learning conditions” and described the work as “a marathon, not a sprint” as staff prepare to scale a plan rooted in equity, innovation and student success.
The district’s strategic‑planning lead said the work will proceed in phases: project management and facilitation in October, stakeholder engagement beginning in November, a needs assessment and data analysis in December, and subsequent drafting and rollout of goals, objectives and performance indicators. The district has engaged the K12 Coalition to facilitate the process and reported that 28 people have already committed to the steering committee.
“Why do we do what we do? From that question, EPS reimagine was born,” the presenter said. The presentation outlined a steering‑committee process, perception surveys, focus groups and a public dashboard planned to share progress and live data.
The presentation also described the district’s phased Panorama rollout, which officials say will provide survey tools for culture and climate, real‑time assessment data for curriculum and instruction, a Panorama Pathways module to monitor high‑school graduation readiness, and SEL (social‑emotional learning) check‑ins plus an interventions playbook. The district said it is in phase 3 of five for Panorama setup and that more than 80% of the planned implementation is targeted for completion by December.
Officials noted the district has not yet adopted a policy on the use of artificial intelligence. The presenter said the Panorama platform includes an AI component the district is evaluating for multi‑tiered systems of support (MTSS) and classroom interventions, and that an AI policy will be developed before full deployment.
Board members asked about stakeholder selection; the presenter said the district cast a broad call for volunteers via the website and social media and that the district will later balance the stakeholder pool. No formal board action was taken at the meeting; the item was a staff presentation and informational update.
