Developers for Eagle Hill LLC presented a concept plan Oct. 7 for a trade-center building and associated material storage on a roughly 27-acre industrial-zoned site, describing a building footprint they estimated at approximately 18,000 square feet and a site-servicing plan that would use a private well and on-site septic.
Beau Neighbors, counsel for the applicant, said the property includes an existing structure and perimeter asphalt with on-site parking and a dumpster area. Lynn Small, the project engineer, described the proposed stormwater system as a subsurface sand filter paired with an underground drainage system. She said a wetland on the west side of the site will require a freshwater-wetland permit and that a riprap edge along the upland side would be maintained or enhanced.
Small told the board that test pits have identified at least two suitable areas for a septic system, but the septic design had not yet been submitted to the state. She said access would be by an impervious compacted driveway and that emergency vehicles would be able to reach the proposed structure.
Board members and staff asked for more detail before the next submission. Staff noted the site plan lacked a parking calculation and asked the applicant to clarify intended uses: whether the space would be owner-occupied for a single construction business or divided into leasable bays for multiple contractors. The applicant said the current proposal is for trade-center use and construction office space; use as leased bays was not decided.
Neighbors and Small confirmed the meadow between the building front and the material bins would remain and that the existing materials-storage area was permitted in 2016 and has been used by the applicant. No formal approvals were requested or granted for the concept plan at the meeting; the board opened the floor for comments and requested additional engineering and land-use details at the next review.
No board motion or vote occurred on the concept presentation. Planning staff and the applicant agreed to return with parking figures, a clarified program of uses, septic design progress, and updates on freshwater-wetland permitting.
