Planning Board Grants Full Liquor License to Piccolo Cucina e Vino; Board Member Recuses

The City of Middletown Planning Board approved a resolution to convert Piccolo Cucina e Vino’s license from wine-and-beer to a full liquor license for 17 North Street on Oct. 1, 2025.
David Madden appeared on behalf of his wife, owner Anna Madden, and the rector of Grace Episcopal Church, Reverend Victor Sarazen, spoke in support of the business, calling the owners “great neighbors” and expressing confidence in their “accountability and responsibility.” Madden, who is a voting member of the board and represented the applicant, recused himself from the vote and did not participate in the roll call.
Board members confirmed the hours would be within the allowances of the DMU zone and discussed the applicant providing a cocktail menu; one board member moved to table pending additional information on cocktail offerings but the board ultimately voted to approve the resolution with Madden recused.
DPW and fire department staff reported no concerns in their reviews. The public hearing included no objections.
