Planning Board Approves Full Liquor License for Tortorella Parva Vinci (40 North St.)

The City of Middletown Planning Board approved a resolution on Oct. 1, 2025, granting a full liquor license to Tortorella Parva Vinci Inc., operator of the taco restaurant at 40 North Street.
Owner Juan Avalos told the board the restaurant has operated at the site for about 20 years and had pursued special legislation with the state to acquire a full liquor license; he said the application followed the established vetting process. “We did a special petition with the New York State Senate to acquire the full liquor license,” Avalos said.
Reverend Victor Sarazen of Grace Episcopal Church spoke in support, calling the owner “very committed to Middletown” and a “high-quality neighbor.” Avalos said he might extend operating hours on Friday and Saturday to 11 p.m. but indicated he would otherwise keep his current schedule.
DPW and fire department representatives reported no concerns. The planning board closed the public hearing after no other speakers came forward and voted to approve the resolution by roll-call vote.
