Council members said they had heard public concerns about part‑time pay and requested staff propose concrete parameters — for example, a percentage increase tied to tenure (one council member suggested 3% for employees with at least one year of service) and an effective date such as the first pay period in January. Staff agreed to return to the council with a recommended budget amendment or alternative approaches to reach a consensus on whether to make a systemwide change or to rely on department‑level discretion.
