Community Development staff told the council the property is zoned RD (two‑family residential) but that, when developed for single‑family use, the city applies R‑20 lot‑area standards (20,000 square feet). The subject parcel measures about 17,320 square feet — more than 10% under the R‑20 minimum — so it could not be approved administratively. Staff recommended approval of the variance to allow processing of the pergola/shade‑structure permit; notices to nearby owners produced no responses in opposition.
