The Nevada State Board of Education voted Wednesday to form a legislative policy subcommittee to develop a policy agenda and a plan for board representation during future legislative sessions.
The subcommittee will recommend priorities, meeting schedules and a scope of deliverables for the full board’s approval, President Dockweiler said. "We can look at the level of engagement that the subcommittee and the board will have," she said, adding that any subcommittee proposals must be returned to the full board for action.
Board members said the goal is twofold: establish relevance and ensure representation. "If there is an opportunity to be represented in a room where you are discussed, then that's also important," Member Braxton said during the discussion. Member Ford urged the group to set a practical calendar and focus on a small number of priorities so the board is not blindsided in future sessions.
The board approved the subcommittee by motion. Member Braxton moved to develop "a subcommittee to develop a policy agenda to guide its engagement with the legislature," and the motion passed without recorded opposition. The subcommittee members confirmed by vote are Members Braxton, Ford and Dawson Owens. President Dockweiler said the first meeting should be scheduled after the special legislative session and that the subcommittee will report back through periodic updates to the full board.
Vice President Hughes and other members asked that the subcommittee coordinate closely with the Nevada Department of Education so the board's agenda aligns with departmental priorities, and recommended the group remain flexible and narrow its initial focus to a few achievable goals. "We should just be thinking about flexibility," Hughes said, noting the need to adjust priorities as circumstances change.
The subcommittee’s charge, as stated during the meeting, includes: refining a list of legislative priorities within the board’s authority; establishing a regular meeting schedule; determining the board’s level of engagement and methods for representation; defining a short list of deliverables; coordinating with stakeholders and NDE; and maintaining the ability to adapt priorities over time.
Next steps include scheduling the first subcommittee meeting in December, after the special session, and drafting an initial workplan to present to the full board for approval.
