Delaware County Recorder says conversion and back-scanning effort will meet SB 94 compliance next year

Melissa Jordan, Delaware County Recorder, told the commissioners July 14 that the recorder’s office is already converting data to a new vendor system and conducting a back‑scanning project intended to meet compliance with Senate Bill 94 by mid‑2026.
Jordan said the maintenance agreement before the board (resolution 25-515) is for the upcoming year under the new system and that the office is moving away from a per‑document fee model to a flat annual maintenance fee. “We are already working on, having data converted in cooperation with our prior vendor. We're cleaning up kind of redundancies. We're gonna make the search faster and easier to retrieve,” Jordan said.
Jordan said the back‑scanning project’s first large batch is nearing completion and that the office will seek state grant funds set aside for SB 94 compliance. Board members commented that Delaware County appears to be ahead of other larger counties in completing the transition, and the commissioners approved the maintenance agreement.
The maintenance agreement includes a schedule and Jordan said the vendor has agreed to a static number for the foreseeable future. The board voted aye to approve the recorder’s system maintenance agreement.
