Grand Canyon Recreation Special Service District seeks county help after mineral-royalty declines

Hollahan said the district’s largest revenue stream — mineral lease royalties — has been decreasing and is unpredictable year to year, which has squeezed discretionary spending for maintenance, debt service and the district’s recreation grant program. “Budgeting for our board is a game of darts,” Hollahan said, describing uncertainty in mineral-lease income and the value the county TRT support has provided in recent years.
Recent uses and needs: Hollahan reviewed the district’s grant program and capital work at Old Spanish Trail Arena (OSTA), saying the district distributed about $35,000 in recreation grants in 2025 to 14 local organizations and that past county TRT transfers funded capital repairs such as rodeo panels, scoreboards and maintenance equipment. He said the district received 16 grant requests for 2026 totaling about $68,000 but likely cannot fund even half that without external support.
Request to the commission: Hollahan asked the commission to consider continuing county support roughly equal to the prior TRT contributions (about $137,000) so the district can sustain its discretionary grant program and OSTA improvements.
Next steps: Commissioners thanked the presenter but did not take immediate action Oct. 7; they asked staff to consider the request during upcoming budget discussions and to communicate whether and how a similar transfer could be allocated in 2026.
