City awards CDBG-funded contract for covered basketball court at Dixieland Park

The Harlingen City Commission on Oct. 6 authorized the city manager to award a construction contract to SLR Contractors for Dixieland Park basketball-court improvements, funded through the Community Development Block Grant (CDBG) program.
City Engineer Roberto Hernandez said the base bid from SLR was $279,003.95 and that the scope includes a prefabricated metal pavilion (about 25 feet tall), a 100-by-62-foot concrete basketball pad to permit full-size play, lighting for evening use and associated foundations and site work. Hernandez said alternate items were not being awarded to remain within the grant budget and that prior in-house concrete work at other parks had reduced costs; the CDBG procurement required competitive contracting for this project.
Commissioners described the covered court as an important neighborhood amenity and thanked staff for seeking cost efficiencies; one commissioner noted that similar concrete-only work at Vestal Park had been less expensive because the city had used in-house crews, but staff said CDBG requirements required competitive bids for this scope.
The motion to award the contract carried unanimously. Construction will proceed under the terms of the award; the city said the pavilion and court will expand recreational options and provide a covered space for youth activities in District 5.
Why it matters: The covered court is the first city-owned covered basketball facility and is intended to provide protected recreational space, lighting and year-round programming opportunities in a neighborhood park.
