SALT LAKE CITY — On Oct. 1 the Utah County Commission modified its agenda, approved an item listed as No. 12 by voice vote and asked staff to provide an exact dollar amount for recent insurance premium savings to assist with budget preparations.
The change to the agenda came near the start of the meeting when Joanne, a county staff member, read the clerk’s adjustments: “As far as our consent agenda, we will be continuing number 10 to the meeting on 10/22/2025. We will hold number 12. On our regular agenda, we will strike number 5. And on closed, we will strike number 11, number 12, hold 13, and strike 14.”
Why it matters: moving and holding items affects what the commission will formally consider at future meetings and directs staff scheduling and packet preparation. Commissioners said they needed one specific figure to begin budget work immediately.
During discussion about an insurance-related consent item, an unidentified county staff member said the county’s negotiated rate was “5.5%” and estimated the change “saved us about a $150,000 on our premiums.” Commissioner Beltran asked for a specific dollar amount to use in the budget, and the staff member agreed to provide that exact number before budget work began: “I can get that exact number for you; I don't have it at my fingertips though.” The exchange was recorded as direction to staff rather than a formal policy decision.
Later in the meeting a motion to approve “item number 12” was moved and seconded; the commission approved the motion by voice vote with all members saying “aye.” The record does not specify whether that approval refers to the same Item 12 that was placed on hold earlier in the meeting or to a differently numbered agenda entry; the meeting transcript contains both the earlier instruction to “hold number 12” and the later motion to approve an item identified as number 12.
The commission recessed to closed session and returned to regular session before a final motion to adjourn. The presiding commissioner called the meeting to a close after the adjournment motion carried by voice vote.
