Daytona Beach Shores commission approves comprehensive-plan updates to meet state requirements

Daytona Beach Shores commissioners voted to recommend approval of Ordinance 2025-01, an Evaluation and Appraisal Report–based amendment to the city’s comprehensive plan intended to ensure consistency with the Community Planning Act and other Florida statutes.

City Planner Gwen Herstein said the ordinance updates the plan’s map series, extends the long-range planning horizon and adds policies required by state reviewers. “This is an EAR-based comprehensive plan amendment which is required to be performed every seven years,” Herstein said. Herstein told the commission the state returned an Objections, Recommendations and Comments report with one objection and two comments; staff addressed the objection by updating the future land use and transportation maps with help from the East Central Florida Regional Planning Council.
