Bluff Council holds public hearing on required airport-overlay ordinance; no vote taken

The Bluff Town Council held a public hearing Oct. 7 at 5:49 p.m. on a draft airport influence-area overlay ordinance required by Utah Code §72-10-403 and made available on the town website, townofbluffutah.gov. The council did not vote on the ordinance at the hearing and accepted written comments through Oct. 17 at 5 p.m.
The ordinance was described as required by state law and as having been prepared by the Hansen Group in coordination with the town's planning and zoning staff. Town Manager Erin Nelson read the public-hearing notice and instructions for submitting comments and for making virtual comments via Zoom.
Two members of the public spoke during the hearing. Marcia Hayden Belt, identified herself as a commenter and said she had reviewed the draft at a Planning-and-Zoning Commission meeting and praised the document: "we were very pleased that it came to us so well written and so And and basically all it is is mandated for us. In other words, we have to have something that protects the the, air the airspace around the airport." Jim Hook, who identified himself as the volunteer airport manager, said: "I think that the plan looks just the way it should, and I thank the planning and zoning for making that happen, period."
Nelson told the council there were no members of the public present in the meeting room and reviewed logistics for Zoom participation, including a three-minute time limit for public comments and the official timekeeper. She also noted the draft ordinance is available for review on the town's website and that written comments can be emailed to ann@townofbluffutah.gov or dropped off at the town office until Friday, Oct. 17 at 5:00 p.m.
Council members did not take formal action on the ordinance at the hearing. Council members discussed scheduling a future vote after the written comment period ends; the mayor and staff indicated the council likely would vote at the first meeting following that deadline, possibly during a special meeting called earlier. No final vote date was recorded on the record during the hearing.
The meeting adjourned at about 5:57 p.m. after a motion to adjourn that the chair said passed unanimously.
