City Engineer MD Hussain presented updates Thursday on 18 capital-improvement projects in DeSoto, including multi-lane roadway widenings, bridge work coordinated with the Texas Department of Transportation and several water and sanitary sewer replacements.
Hussain said the Daniel Day Road project will widen the existing roadway to four lanes and replace a temporary signal with a permanent traffic signal at Daniel Day Road and Bolton Bone; design was about 90% complete and staff expects design completion by January 2026 with a bid publication and construction planned to begin in late 2026. He said West Moreland Road widening is at 100% design, with bids expected by the end of the month, an award in January and construction beginning in March 2026.
On the Hampton Road corridor redevelopment, Hussain said the conceptual (15%) design is complete. The city manager clarified that a cited $48,000,000 figure for that corridor would not be spent all at once: “the expectation is not that the city is gonna spend $48,000,000 on it. It's gonna be done in segments and that's gonna be tied to really a development that happens within that segment,” he said.
Hussain said the Present Run widening project design is 100% complete but construction timing depends on funding availability, and that several water and sanitary sewer projects are underway: one sanitary sewer replacement is about 90% complete and will begin waterline installation soon with full completion of that combined work expected by January 2026; another sanitary sewer replacement project is 60% complete and expected to finish by December 2026. Paving reconstruction related to those utilities is expected to finish by July 2026.
Hussain described a project on East Pleasant Run Road where the existing bridge over Ten Mile Creek must be replaced by TxDOT; the design is complete and TxDOT plans to start construction in October 2026 with a one-year schedule. As part of the agreement with TxDOT, the city is responsible for relocating conflicting city utilities; Hussain said the city plans to relocate an existing sanitary sewer main and manhole by December so TxDOT can proceed on schedule. He said two lanes will remain open during construction, one in each direction.
The city also plans a bridge beautification program for seven bridges that will include cleaning, painting, pavement marking and lighting, with construction starting December 2025 and completion by the end of the current fiscal year (September 2026). Hussain said signal upgrades and pedestrian-ramp installations are planned at four Quarry Road/East Pleasant Run intersections (Pecan Crossing, Meadows Parkway, Pork Street and Chatty Road) with design beginning December 2025 and construction expected to start in August 2026. A new traffic signal near Academy Way, adjacent to the site of a planned arts facility, is scheduled for completion in August 2026; staff said they will attempt to accelerate procurement to sync earlier if material lead times allow and if construction can be awarded sooner.
During public comment, resident Miss Williams raised concerns about severe erosion under a bridge on Roy Orr Trail and damage near Norfolk Street and Ranch Valley; she said she has photos and a plat showing city ownership of the creek and asked staff to inspect the site. The city manager and staff said they would collect her photos and follow up. City staff emphasized that the capital program includes both horizontal work (streets, parks) and vertical work (buildings) and noted that renovations to Fire Station 3 and the Public Utilities building are part of the broader CIP and are about 60% complete.
Hussain said the city will publish detailed project maps and documents on the city website and has printed handouts available at the meeting. He invited residents with questions to submit cards for follow-up contact and said staff will report back to the council if timing or funding changes.
No council votes on specific projects were recorded during the presentation; staff described designs, funding status, schedules and coordination duties with external agencies.
