HACM board approves submission of 2026 PHA annual plan, incorporates Resident Advisory Board feedback

The Housing Authority of the City of Milwaukee voted Wednesday to submit its 2026 Public Housing Agency annual plan to the U.S. Department of Housing and Urban Development, a required HUD template that summarizes HACM’s programs, estimated financial resources and proposed activities for 2026.
Ken Barbot, HACM acting secretary and executive director, told commissioners that the draft plan incorporates revisions to the admissions and continued occupancy policy and the Section 8 administrative plan to align HACM procedures with recent HUD notices and guidance. He said the Resident Advisory Board reviewed drafts at meetings in July and provided comments that were included with the agency submission.
Barbot described two substantive public-hearing comments carried into the plan attachments. One commenter asked that the grievance policy require an outside reviewer to chair grievance panels; HACM revised the policy language to allow either a knowledgeable HACM staff person or an outside contractor to serve as chair while staff evaluates cost and options. The other comment came from a Milwaukee County Housing Division employee and raised a question about a potential partnership preference to coordinate referrals for homeless individuals; Barbot said HACM currently maintains a homelessness preference in its policy but will consult with the county if and when staff pursue a partnership preference.
Barbot told the board that HUD requires the plan submission by Oct. 18 and that HACM will submit by that date even while the federal government remains partially shut down. He also said public comments received at a Sept. 10 HACM public hearing are attached to the plan, along with HACM responses, and that the Resident Advisory Board’s feedback is included as required by HUD.
A commissioner asked whether the grievance policy language had been finalized; Barbot said the grievance policy itself would return to the board for a future approval vote and that the annual plan references the grievance policy changes, but that the final grievance-policy ordinance had not yet been adopted.
The board approved the resolution to submit the 2026 PHA annual plan by roll call vote. Chair Hazlett, Vice Chair Gotzler, Commissioner Moore, Commissioner Burrell, Commissioner Pez Clasen and Commissioner Nelson voted in favor.
Barbot said the agency posted drafts on HACM’s website, distributed the draft and supporting attachments to the Resident Advisory Board, and presented the draft to the RAB on July 16, July 22 and July 24. He urged commissioners to review the RAB comments and the agency responses attached to the plan.
HACM staff indicated they will continue to accept comments and that any significant amendments to the annual plan in the future will be reviewed by the Resident Advisory Board and brought back to the HACM board for approval before submission to HUD.
