At the Oct. 9 rulemaking hearing, Rachel Soupeh, general counsel for the State Board of Education, summarized proposed edits to the course access program rule to align it with Chapter 235 of the public acts of 2025, which repealed specific reporting requirements.
The proposed rule changes, as described at the hearing, remove the department’s obligation to publish a link to the course access catalog in a prominent location on its website and eliminate requirements to make information publicly available such as the number of students participating in the program, the number of approved providers and courses, courses available by subject and grade level, student enrollment by subject and grade level, and student outcome data. The staff presentation described these removals as alignment with the statutory repeal.
Soupeh noted the redline version of rules is posted on the state board’s website and that the hearing is the opportunity for public feedback; no one registered to comment during the session. The board is expected to consider final reading of the rules at its quarterly meeting on Nov. 21, 2025.
