The Board of Education of the Cornwall Central School District voted to modify a superintendent’s decision and suspend student number 10625 for 10 weeks, beginning Sept. 22, 2025 and ending Dec. 9, 2025, but made the student eligible to return to Cornwall Central High School on Oct. 28, 2025 on a probationary basis if specified conditions are met.
The board added the resolution from executive session to the public agenda, read the resolution aloud and approved it by voice vote with six in favor and one abstention. A board member moved the resolution; a board member identified as Jim seconded it. The board authorized the superintendent to inform the student’s parents of the decision.
The resolution, issued pursuant to Education Law §3214 (superintendent’s hearing), sets conditions the student must satisfy to return early. They must (A) complete a substance-abuse evaluation with a certified provider and cooperate with any counseling recommendations, providing proof to Principal Wilhelm before returning; (B) complete and document 10 hours of community service with a reputable organization (for example, a library or food pantry); (C) refrain from any school-related disciplinary incidents while on probation; (D) continue regular participation in the district’s Choices program for alternative instruction and complete assigned work; (E) during the suspension, not enter school district property or attend district-sponsored functions without permission from Principal Wilhelm, the superintendent, or their designees, though the student may be permitted on school property to attend the Choices program; and (F) the student’s parent waives the right to appeal the board’s decision to the Commissioner of Education or by any other form.
The resolution also states that if the student commits an infraction during probation that would warrant an in-school or out-of-school suspension, the student will be required to serve the remainder of the suspension through Dec. 9, 2025 without further superintendent’s hearing.
Board members discussed procedure before the vote and noted that matters decided in executive session are not subject to public discussion during the meeting. The motion to adopt the resolution was presented for approval and carried with the vote recorded as six ayes and one abstention.
The board concluded its meeting immediately after the vote. The superintendent or the superintendent’s designee is responsible for communicating the resolution and any documentation requirements to the student’s parent or guardian.
