The Muncie Police American Commission approved appointments of Jim Johnson and Gavin Green as special officers and promoted Mariah Copeland to sergeant at its Sept. 18 meeting, the police chief announced.
The personnel actions were taken during "business from the police chief," which opened the commission's new-business segment. The chief identified two candidates for special officer appointments and presented a slate of three finalists for a vacant sergeant position; the commission approved the appointments and the promotion by voice votes.
Police Chief (name not specified in the transcript) said the department sought to appoint two individuals as special officers. He described Jim Johnson as a former MPD officer and detective with more than two decades of service who later worked at the gaming commission and is now retired from that body and seeking the special-officer role. The chief identified Gavin Green as a long-time reserve who the department also recommended for a special-officer appointment. A motion to appoint both candidates passed on a voice vote.
The chief then asked for three names to fill the open sergeant position: Mariah Copeland, Maverick Ratzickis and Daniel Bradford. A motion to promote Mariah Copeland to sergeant passed on a voice vote. After the promotion the chief provided a brief bio: Copeland was hired by the Muncie Police Department on Nov. 26, 2018; she served on night-shift patrol and is a field training officer. The chief said Copeland was assigned to the Criminal Investigations Division on Jan. 18, 2022, serves on the department negotiation team, is an instructor in CPR and stop-the-bleed courses, is a Flock administrator and an on-scene evidence technician.
"She is one of the best and brightest people that we have and we are lucky to have her," the police chief said after listing Copeland's assignments and training roles. The chief also invited Copeland's partner, Erin Gross, to the lectern during the recognition.
The meeting opened at 6:05 p.m. and adjourned at 6:10 p.m. There were no other substantive items under old or new business at the short session.
