Council adopts conflicts-of-interest ordinance, approves subdivision plat and Parkview financing; introduces Kingsland CID IRB ordinance

The clerk recorded votes of "Aye" from Council Members Teaman, McMahon, Brenner, Fuller, Smotherson, Clay, and Mayor Crow; the bill passed.
The council then took up Bill 95-74, approving a final plat for a minor subdivision at 7498 Delmar Boulevard. Council Member Fuller moved approval; Council Member McMahon seconded. The clerk recorded unanimous ayes and the bill passed.
Next the council considered Resolution 2025-11, which approved issuance of notes by the Industrial Development Authority of University City to finance acquisition and rehabilitation of Parkview Place Apartments. Council Member Clay moved the resolution; Council Member McMahon seconded. Council approved the resolution by voice vote.
Council Member Smotherson introduced Bill 95-75 on first reading, described as an ordinance approving amended documents related to the 711 and 717 Kingsland Community Improvement District and the city’s taxable industrial revenue bonds for the 711 Kingsland Avenue project, series 2025. The clerk read the bill’s title for the first reading; no vote was taken on final passage at this meeting.
