Planning commission approves short-term rental at 1115 S. Leslie with occupancy limits

The Independence Planning Commission on Sept. 9 approved a short-term rental permit for the property at 1115 South Leslie Street, adopting staff’s recommendation with a modification that sets the unit as a four-bedroom property with a maximum occupancy of six guests.
The change was announced by planning staff during the presentation and accepted by the commission before the vote. Planning staff had prepared a report describing the house as a 1925 ranch-style residence of about 946 square feet on a roughly 6,900-square-foot lot in the Eden Park subdivision. The floor plan submitted with the application shows three bedrooms originally, but the applicants and staff confirmed a fourth bedroom created from an office area.
Planning staff said the site sits two blocks east of Nolan Road along a commercial corridor near 20 Third Street and that the nearest existing short-term rental is outside the required 500-foot buffer. Staff recommended approval with standard conditions but corrected the staff report in the hearing to reflect the actual floor plan and resulting occupancy change.
Applicants Brian Barton and James Windleton described their short-term rental experience and property improvements. ‘‘We hold very high standards in what we deliver, and it's shown in our reviews — we are at five stars,’’ Brian Barton said, describing the hosts’ operation and maintenance plans. James Windleton said the team emphasizes neighborhood engagement: ‘‘I’m big in history, community, really driving that whole experience in tourism to the area. … I’ve been in the hotel industry myself for almost 25 years.’’
Commissioners asked about the additional bedroom, parking and occupancy. Staff confirmed the property provides three off-street parking spaces (one under a carport, space in the driveway and additional on-street availability) and that the commission could authorize higher occupancy only if parking requirements were met. The applicants said they would limit bookings to six guests.
No members of the public spoke in opposition. The motion to approve the application with the modified recommendation (four bedrooms, maximum six guests) passed unanimously among the commissioners present: Commissioners Nesbitt, Ferguson, O’Neil, Torres, Young and Chair Wylie voted yes.
The commission recorded the approval as case number 25411; staff will follow the city’s standard licensing and inspection steps before the short-term rental business license is issued.
