Muncie Human Rights director to retire Oct. 31; commission starts hiring steps, schedules executive session

Yvonne Chiffon, director of the Muncie Human Rights Commission, announced she will retire from her post on Oct. 31 and the commission moved to begin the hiring process.
Chiffon told commissioners, “That will be on October 31,” when announcing her planned retirement and said a job description for a new executive director needs approval and posting. Commissioners agreed to refer the job description to a committee and to work with the City’s human resources office to post the opening.
The referral motion named a small committee to meet with Patty from City HR to review and revise the existing draft job description; the committee will include commissioners who volunteered to participate and Chiffon offered to provide oversight. Commissioners discussed using Indeed and other City HR channels for recruitment and emphasized the process is time sensitive because of the Oct. 31 retirement date.
Commissioners and the commission’s legal counsel discussed public-meeting rules for approving the job description. The attorney said the commission cannot approve the job description solely by e-mail and noted special meetings require appropriate public notice (a 48-hour notice was referenced) and may be held by Zoom if properly noticed.
Separately, the commission scheduled an executive session for an internal human resources matter on Tuesday, Sept. 30, at 4:30 p.m. in the Mayor’s Office to occur before the commission’s next regular meeting on Oct. 20. The executive session scheduling was approved by voice vote.
The commission said it hopes to have a job-description draft ready for consideration at the October meeting, or at a properly noticed special meeting if needed. Commissioners who volunteered to meet with City HR said they will circulate a proposed draft by e-mail for the full commission to review in public session.
Chiffon has served as director for 18 years; she said she began in February 2008 and marked a work anniversary during the meeting. The commission and members thanked her for her service.
