Planning commissioners approve preliminary plan for Shifsagar Residence Subdivision

The Troy Planning Commission on Aug. 13 accepted the preliminary plan for the Shifsagar Residence Subdivision, a major subdivision that proposes six buildable lots and associated site improvements.
Staff said the project complies with the OR-1 zoning district and Troy subdivision regulations. The plan calls for six buildable lots ranging from 0.36 to 0.50 acre; each lot would be developed with a four-unit building ranging from about 5,000 to 5,600 square feet. Site access will be served by a single cul-de-sac, Siya Court, aligned with the driveway across the street for traffic safety.
The project proposes a 15-foot landscape buffer along the west side of the site with plantings and arbor varieties to meet code-required screening. The applicant requested fees in lieu of providing private or public open space; the Park Board provided unanimous approval of the fees-in-lieu recommendation at its meeting the day before.
Planning staff recommended acceptance of the preliminary plan as meeting the OR-1 district requirements, subdivision regulations and engineering standards. After a second and a roll-call vote, the commission voted to accept the preliminary plan.
Commissioners asked one clarification about the exit from the new cul-de-sac onto South Danfield; staff confirmed the access point. The approval recorded six yes votes and the motion carried to accept the preliminary plat. The approval at this stage is a preliminary plan acceptance; subsequent phases (final plat, site plan reviews and building permits) will be required before construction.
